According to the NY Times, the cell phone database that was created last year as a coordinated effort between the FCC, telcos and law enforcement officials has done little to reduce the theft of cell phones.

At&t customers just got an early christmas gift.
With AT&T Locker, users can chose to upload new photos and video via Wi-Fi, wireless or both. Customers can manage those photos and share them through the app on the smartphone or on the AT&T Locker web page.

According to Networkworld.com, the introduction of this database means that carriers will be able to block stolen handsets from being used on their cellular networks.
Until now, such blocking had targeted the SIM card, so unauthorized calls could not be made on stolen phones, but putting in a new SIM card meant the phone could still be used.
That meant a stolen phone could be sold on the second-hand market.
How it works:
The new database blocks the IMEI number, a unique identification number in the cellphone akin to a VIN (vehicle identification number) in a car. The ID number remains with the cellphone no matter what SIM card is used.
Google is releasing Wallet for web content which is a tool that helps website owners, collect payments for Games or information on their websites in order to monetize content.
